Mr. Takorn Tantasith, Secretary-General of the National Broadcasting and Telecommunications Commission (NBTC Secretary-General), revealed that a discussion meeting was recently held with Mr. Alexey Volin, Deputy Minister of Telecom and Mass Communications of the Russian Federation, who was also accompanied by a team of representatives in order to seek appropriate measures for lowering international mobile roaming service fees between Thailand and Russia. As a result, a joint statement was therefore established between the two parties covering three main topics including 1) Lowering international mobile roaming service fees between Thailand and Russia both in terms of data and voice services; 2) Digital TV collaboration with the aim to support content development and complete transitioning toward digital TV era by ending analogue TV service; and 3) Cyber security collaboration by which Russia is highly specialized.

Both parties agreed to officially enter into the proposed joint statement in the month of May or June of 2017. As the host the official signing ceremony, Russia therefore invited NBTC to join the event which is held in Russia. In response, the Office of National Broadcasting and Telecommunications Commission (Office of the NBTC) invited all broadcasting businesses in Thailand and relevant organizations to attend the event for negotiation and exchanging of opinions with Russian entrepreneurs with the aim to protect the best interests of both Thai and Russian mobile users.
