Vision
          Dr. Prasit Prapinmongkolkarn has expressed his vision for telecommunications as follows: “regulate and promote telecommunications services as a foundation for the country’s sustainable economic and social development, allow telecommunications businesses to compete freely, efficiently, and fairly for maximum benefits of the country and Thai people.”
          Telecommunications sector is highly competitive, requires high level of investment, and has a short life cycle. The NTC aims to promote and support the country’s telecommunications businesses in adapting, expanding, and competing with other countries for the benefits of consumers and the people.
          Apart from the overall policy, there are four major policies to fulfill the goals and duties of the NTC:
  • International telecommunications policy to ensure the benefits of the country and telecommunication business in the global business arena; for example, participating in international telecommunications business and international organization for network and overseas investment promotion, promoting Thailand as a hub, and implementing proactive strategies such as proposing a shareholding policy, promoting M&A deals of MNEs in Thailand, and promoting technology transfer and production in Thailand.
  • Policy on the country’s ICT sector and increasing competitiveness during the deregulation in 2009. The NTC should take actions on the following five issues: promoting production to replace import, creating incentives to export, supporting businesses in providing telecommunications services overseas through satellites and high-speed internet by lowering international telecommunications service charges. This is because ICT business involves some parts of telecommunications services which can be developed in Thailand such as software.
  • Policy on spectrum and frequency assignment plan which the NTC should study, analyse, and create a frequency assignment plan that truly reflects the market by taking into consideration the advice from the International Telecommunication Union, Thai culture, and the direction that the Post & Telegraph Department has taken.
  • Policy on human, social, and educational development such as providing free internet access to the people and students in local areas across villages and districts and assigning frequency for education and basic needs.
